On Nov. 30, AT&T Corp., Oakton, Va., was awarded a $218,708,000 firm-fixed-price contract award for DISN Video Services-Global (DVS-G) which provides video service and video teleconference services. The period of performance is from Dec. 1, 2010, to Nov. 30, 2012, for the base period with three one-year option periods. This contract will provide interoperable global unclassified and classified video services and a full-service VTC utility for all DISN users. The VTC service is a real-time, near-full motion video service that allows simultaneous video and audio communications between two or more dedicated or dial-up VTC sites worldwide. DVS-G provides critical support to a variety of overseas contingency operations missions. The solicitation was issued as an other than full and open competition pursuant to 10 U.S.C. 2304(c)(1). Robertson Fuel Systems, LLC, Tempe, Ariz., is being awarded a maximum $51,816,160 firm-fixed-price, sole-source contract for fuel tank combo packs. There are no other locations of performance. NAVY

M.C. Dean, Inc., Dulles, Va., is being awarded a $21,093,408 indefinite-delivery/indefinite-quantity, fixed-price, performance-based contract for electronic security system and surveillance technology services necessary to accredit information facility spaces for the National Geospatial-Intelligence Agency. This contract includes options which, if exercised, would bring the cumulative value of this contract to an estimated $48,687,062. Work will be performed in Washington, D.C., and is expected to be completed by December 2011. If all options are exercised, work could continue until December 2013. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. Force Protection Industries, Inc., Ladson, S.C., is being awarded a $17,430,254 firm-fixed-price modification under previously awarded contract (M67854-07-D-5031) for a 12-month renewal of 54 field service representatives to provide the full spectrum of support, modernization, and upgrade work on the Cougar Mine Resistant Ambush Protected (MRAP) vehicle fleet. Work will be performed in Kuwait, and is expected to be completed by Dec. 31, 2011. Contract funds will expire at the end of the current fiscal year. Marine Corps Systems Command, Quantico, Va., is the contracting activity.

The Boeing Co., St. Louis, Mo., is being awarded a $16,944,000 delivery order against a previously issued order basic ordering agreement (N00019-05-G-0026) for supplies and services required to upgrade 39 F/A-18C/D aircraft for the government of Kuwait under the Foreign Military Sales program. Upgrades will include the modification/installation of tactical aircraft moving map capability, Miniature Airborne Global Positioning Receiver 2000 with selective availability anti-spoofing module, and cockpit pressurization warning system. Work will be performed in Ahmed Al-Jaber Air Base, Kuwait (90 percent), and St. Louis, Mo. (10 percent), and is expected to be completed in June 2014. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Oshkosh Corp., Oshkosh, Wis., is being awarded $11,842,463 for fixed-price delivery order #0096 under a previously awarded indefinite-delivery/indefinite-quantity contract (M67854-06-D-5028). This delivery order is issued against exercised priced options for the purchase of 22 logistic vehicle system replacement production Wrecker vehicles; 22 400-amp alternators; 22 Roxtec pass through panels; 22 power distribution boxes; 22 Pioneer kits; and shipping for 22 vehicles. Work will be performed in Oshkosh, Wis., and expected date of completion is Oct. 31, 2011. Contract funds will not expire at the end of the current fiscal year. The Marine Corps System Command, Quantico, Va., is the contracting activity.

Earl Industries, Jacksonville, Fla., is being awarded an $8,182,444 firm-fixed-price contract for the drydock selected restricted availability of USS Klakring (FFG 42). Work includes drydock, hull, machinery, electrical, electronics, ship alterations, boiler, and piping repair work. Extensive coordination is required for the drydock evolution, in addition to the numerous systems onboard to be repaired. Work will be performed in Jacksonville, Fla., and is expected to be completed by April 2011. Contract funds in the amount of $8,182,444 will expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with one offer received. The Southeast Regional Maintenance Center, Jacksonville, Fla., is the contracting activity (N40027-11-C-0008).

AIR FORCE

Pratt and Whitney Military Aftermarket Services, San Antonio, Texas, was awarded a $14,150,271 contract modification for the overhaul of core module, applicable to F100-229, F15 and F16 aircraft. Northrop Grumman Intelligence Systems Electromagnetic Systems Laboratory, San Jose, Calif., was awarded a $7,500,000 contract which will award the airborne signals intelligence payload Global Hawk objective performance incentive payment.     (NSI News Source Info) SACRAMENTO, Calif., - December 3, 2010: Aerojet, a GenCorp (NYSE:GY - News) company, announced today that it shipped the last F-22 Raptor forward boom to The Boeing Company in Seattle, Wash. This completed the 10th lot of a procurement that spanned 17 years in support of the Boeing/Lockheed Martin/U.S. Air Force team.

    Aerojet has been under contract to The Boeing Company on the F-22 Raptor air dominance fighter program since 1993 and has delivered 394 booms. The company was honored by Boeing as its Supplier of the Year in 2005 and 2007, and its gold and silver supplier for 2009 and 2010. "Our success is a testament to the skill, hard work and diligence that our employees put into this program," says Michael Magpayo, director of F-22 and Advanced Structures programs. "Congratulations go to all of our employees for their outstanding work and dedication over the past 17 years. They've really taken our philosophy of Operational Excellence, professionalism, dedication and teamwork to heart and have gone above and beyond for this program."

    The forward boom is a structural component providing wing, engine and horizontal tail attach points to carry much of the F-22 aft fuselage load. Using the EB weld process, Aerojet joins numerous titanium components together into a single monolithic structure meeting precise tolerances. The EB welding process allows the airframe design to merge complex features into a single component. This significantly reduces the need for fasteners, reduces weight, simplifies assembly and lowers cost. The reduction in fasteners also means fewer openings for possible fuel leaks.

    Aerojet's success on the program is largely in F-22 boom manufacturing and due to its unique EB welding technologies, which are capable of producing large welded structures, including full penetration welds of complex geometry with varying thickness and profile in a single pass. This capability can accommodate parts that fit in an envelope of 11 x 7 x 7 feet or larger, depending on the configuration. With a chamber size of 138" x 150" x 185," Aerojet's EB Welder is one of the largest in North America. The company estimates that since contract inception, it has produced more than seven miles of EB weld on the Forward Boom.

    Aerojet's experience base includes a wide variety of aerospace and aircraft alloys, including dissimilar combinations. Aerojet also uses its in-house support capabilities in assembly, pre- and post-welding multi-axis machining, cleaning and etching as well as dye penetrant/radiographic/ultrasonic NDI processes. Materials testing capabilities include Penetrant Inspection, Hardness and Conductivity Testing, X-ray Inspection, Ultrasonic Testing, Magnetic Particle Testing, Eddy Current Testing and Certified Welding Inspection. An accredited Quality Control Lab provides analytical services for nearly any assignment: Physical and Chemical Material, Environmental and Industrial Hygiene, Energetic Material, Methods and Process Development and Failure Investigation Techniques. Post-processing Stress Relief is accomplished in an IpsenVacuum Furnace with a chamber size of 120" diameter and 152" long, capable of achieving temperatures up to 2300 degrees Fahrenheit and operates under vacuum at 3x10-5 Torr range or better. Further, extensive experience in tool design and fabrication support its manufacturing competencies.
