CONTRACTS

AIR FORCE

General Atomics Aeronautical Systems, Poway, Calif., was awarded a $148,255,502 contract which will procure 24 MQ-9 Reaper production aircraft. At this time, the entire amount has been obligated. ASC/WIIK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-10-G-3038 0028).

Northrop Grumman Mission Systems, Clearfield, Utah, was awarded a $41,989,171 contract modification for the Solid Rocket Motor (SRM) warm line fiscal 2011 production requirement. With the completion and shutdown of the Propulsion Replacement Program (PRP), Congress expressed the desire to maintain the critical skills and infrastructure associated with PRP through low rate production of Minuteman III PRP configured SRMs. This downward directed effort is not a continuation of PRP, is not an acquisition program, and represents an emphasis on maintaining the Minuteman III manufacturing and engineering industrial base for SRM as directed by Congress. At this time, $19,574,982 has been obligated. 526 ICMBSW/PKE, Hill Air Force Base, Utah, is the contracting activity (F42610-98-C-0001).

NAVY

Norfolk Dredging Co., Chesapeake, Va., is being awarded a $12,131,022 firm-fixed-price contract for dredging at the south side of Pier 11 at Norfolk Naval Station. Work will be performed in Norfolk, Va., and is expected to be completed by December 2011. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with three proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-11-C-0003).

Data Link Solutions, Cedar Rapids, Iowa, is being awarded an $8,228,506 firm-fixed-price delivery order under previously awarded contract (N00039-10-D-0031) for Multifunctional Information Distribution System Joint Tactical Radio Systems. Work will be performed in Wayne, N.J. (50 percent), and Cedar Rapids, Iowa (50 percent), and is expected to be completed by February 2012. Contract funds in the amount of $4,430,734 will expire at the end of the current fiscal year. This contract is the result of a limited competition via the Space and Naval Warfare Systems E-commerce website, with two proposals solicited and two offers received. The synopsis was released via the Federal Business Opportunities website. The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity.

L-3 Chesapeake Science Corp., Millersville, Md., is being awarded a $7,808,660 modification under previously awarded contract (N00024-07-C-6223) for the production and support of TB-34 fat line towed array. The system significantly contributes to the capability of submarines to detect, localize and prosecute undersea threats and is a critical sensor to a combat systems suite. Work will be performed in Millersville, Md. (65 percent), and Syracuse, N.Y. (35 percent), and is expected to be complete by January 2014. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

L-3, Mount Laurel, N.J., is being awarded $7,615,571 for task order #0114 under previously awarded firm-fixed-price contract (M67854-02-A-9010) for acquisition, logistics, and administrative support for the Program Manager for Training Systems (PM TRASYS) located at the Central Florida Research Park, Orlando, Florida. PM TRASYS continues to support Marine Corps Systems Command (MCSC) and Training Education Command (TECOM) requirements to identify, develop, and field material and non-material solutions as the training systems manager. This support task includes work across the Training Systems functional and project teams; Infantry Immersive Trainers and Programs Assessment Integrated Product Team; Military Operations on Urban Terrain Systems; Instrumentation Systems; Range Training Aides Devices and Simulations Systems; services; and emerging hybrid live-simulated training environments. The focus for Training Systems efforts responds to requirements requested by TECOM to support pre-deployment training/alternate training venues and the Marine Corps' operational force capabilities. This includes providing program, logistics, and administrative support for mapping MCSC product group systems acquisition to training requirements, determination of most efficient training methodologies, and implementation and technical documentation for acquisition of training systems and training support. Work will be performed in Quantico, Va., and is expected to be completed in February 2012. Contract funds will not expire at the end of the current fiscal year. The Marine Corps System Command, Quantico, Va., is the contracting activity.

ViaSat, Carlsbad, Calif., is being awarded a $6,824,000 firm-fixed-price delivery order under previously awarded contract (N00039-10-D-0032) for Multifunctional Information Distribution System Joint Tactical Radio Systems. Work will be performed in Carlsbad, Calif. (30 percent), in various other sites worldwide (70 percent), and is expected to be completed by February 2012. Contract funds in the amount of $4,265,000 will expire at the end of the current fiscal year. This contract is the result of a limited competition via the SPAWAR e-Commerce website, with two proposals solicited and two offers received. The synopsis was released via the Federal Business Opportunities website. The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity.

Raytheon Co., Falls Church, Va., is being awarded a $6,667,569 modification to a previously awarded cost-plus-fixed-fee contract (N00019-98-C-0190) to provide upgrades to the Tactical Control System Office of the Secretary of Defense architecture from version 1.0 to version 2.0. Work will be performed in Bloomington, Minn. (23 percent); San Diego, Calif. (21 percent); Huntsville, Ala. (16 percent); Scottsdale, Ariz. (16 percent); Seattle, Wash. (10 percent); San Francisco, Calif. (8 percent); and Westford, Mass. (6 percent). Work is expected to be completed in June 2011. Contract funds will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

The Bell Boeing Joint Project Office, Amarillo, Texas, is being awarded a $6,593,506 to a cost-plus-fixed-fee delivery order against a previously issued basic ordering agreement (N00019-07-G-0008) to provide engineering and technical services for the Comprehensive Automated Maintenance Environment-Optimized (CAMEO) and technical data systems in support of the MV-22 and CV-22 aircrafts, and procure a CAMEO equipment suite and a CAMEO technology upgrade suite in support of the MV-22 aircrafts. Work will be performed in Philadelphia, Pa. (90 percent), and Fort Worth, Texas (10 percent), and is expected to be completed in December 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Detyens Shipyards, Inc., North Charleston, S.C., is being awarded a $6,426,434 firm-fixed-price contract for a 55-calendar day regular overhaul of Military Sealift Command's fleet replenishment oiler USNS Leroy Grumman. This regular overhaul will include cleaning and gas freeing tanks and spaces; tank inspections; underwater hull cleaning and painting; propeller maintenance; compass system removal and installation; renewing specialty flight deck coating; and ship service diesel generator turbo overhaul. The ship's primary mission is to provide fuel to Navy ships at sea and jet fuel to aircraft assigned to aircraft carriers. The contract includes options which, if exercised, would bring the cumulative value of this contract to $7,381,613. Work will be performed in Charleston, S.C., and is expected to be completed by April 2011. Contract funds will not expire at the end of the fiscal year. This contract was competitively procured and posted to the Federal Business Opportunities website, with three offers received. The U.S. Navy's Military Sealift Fleet Support Command, a field activity of Military Sealift Command, is the contracting activity (N40442-10-C-1010).
