Lockheed Martin Corporation, Mission Systems & Sensors of Moorestown, N.J. was awarded a $107,000,000 contract which will procure one preliminary design for the Space Fence Program. ARMY

Textron Marine & Land Systems, Slidell, La., was awarded a $42,480,499 firm-fixed-price contract Jan. 21, 2011. The award will provide for the testing of 23 medium armored security vehicles, as well as 50 vehicles being produced for the Afghanistan National Army. Work will be performed in Slidell, La., with an estimated completion date of Dec. 31, 2011. One bid was solicited with one bid received. The U.S. Army TACOM LCMC, Warren, Mich., is the contracting activity (W56HZV-11-C0114).

Keenan Ft. Detrick Energy, LLC, Columbia, S.C., was awarded a $21,332,954 firm-fixed-price contract Jan. 21, 2011. The award will provide for conditioned electrical, chilled water and steam to the National Interagency Bio-Defense Campus. Work will be performed in Frederick, Md., with an estimated completion date of July 31, 2016. Three bids were solicited with one bid received. Phylway Construction, LLC, Thibodaux, La., was awarded a $13,852,340 firm-fixed-price contract Jan. 21, 2011. The award will provide for the construction of a first enlargement of an existing levee at the Westwego to Harvey Canal Hurricane and Storm Damage Risk Reduction System. Work will be performed in Harvey, Jefferson Parish, La., with an estimated completion date of Dec. 21, 2011. The bid was solicited through the Internet with seven bids received. DEFENSE LOGISTICS AGENCY

ExxonMobil Fuels Marketing Company, Fairfax, Va., is being awarded a maximum $29,663,452 fixed price with economic price adjustment contract for turbine fuel. Other locations of performance are Texas and Louisiana. Using service is the Defense Logistics Agency Energy. There were originally three proposals solicited with two responses. The date of performance completion is April 30, 2011. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Va. (SP0600-11-D-0475).

The Boeing Company, Ridley Park, Pa., is being awarded a maximum $11,731,384 firm fixed price, sole source contract for cylinder assemblies. There are no other locations of performance. Using service is the Army. There was originally one proposal solicited with one response. The date of performance completion is January 31, 2015. The contracting activity is the Defense Logistics Agency Aviation, Redstone Arsenal, Ala. (W58RGZ-04-G-0023 order ZB08).

Sikorsky Aircraft Corporation, Stratford, Conn., is being awarded a maximum $6,120,000 fixed price with economic price adjustment, sole source contract for alternating current generators. There are no other locations of performance. Using service is the Army. The date of performance completion is September 28, 2012. The contracting activity is the Defense Logistics Agency Aviation, Redstone Arsenal, Ala. (N00383-06-G-006F order ZB36).

NAVY

Sodexho Management, Inc., Gaithersburg, Md., is receiving a $13,804,729 modification (P00091) to previously awarded firm-fixed-price incentive contract (M00027-02-C-0001) to extend services to provide food services to the Marine Corps and manage and operate their mess halls in the eastern region of the United States for the period of Feb. 1, 2011 through March 31, 2011. The extension is required pending the award of a Request For Proposal number M00027-10-R-0001, for the establishment of a new subsequent contract. This modification does not include any work that is outside the scope of the original contract. Contract year’s 1, 2, 3, 4, 5, 6, 7, 8 (five year base period and three option periods) and the four month extension of services total $638,040,435. Work will be performed in Jacksonville, N.C. (40 percent); Parris Island, S.C. (20 percent); Quantico, Va. (15 percent); Washington D.C. (5 percent); Arlington, Va. (5 percent); Norfolk, Va. (5 percent); Havelock, N.C. (5 percent); and Beaufort, S.C. (5 percent); and is expected to be completed by March 31, 2011. Contract funds will expire at the end of the current fiscal year. Canadian Commercial Corporation, General Dynamics Land Systems – Canada, Ontario, Canada, is being awarded a $ 7,887,549 firm fixed priced modification under previously awarded contract (M67854-07-D-5028) for procurement of 691 window armor upgrade kits for Mine Resistant Ambush Protected (MRAP) vehicles. Work will be performed in Selma, Ala. (80 percent) and London, Ontario, Canada (20 percent), and work is expected to be completed October 2011. This contract modification was a sole source procurement. Contract funds will not expire at the end of the current fiscal year. Marine Corps Systems Command, Quantico, Va., is the contracting activity.

Hanke Constructors*, Wentzville, Mo, , is being awarded a $7,774,346 firm-fixed-price contract for construction of the Naval Operational Support Center training facility at Fort Custer, Battle Creek, Mich. The proposed new construction will consist of a new two story assembly hall, classrooms, medical exam rooms, conference room storage, unit conference counseling, crew’s lounge, administrative areas, recruiting, and parking. Work will be performed in Battle Creek, Mich., and is expected to be completed by January 2012. Contract funds will not expire at the end of the current fiscal year. This contract was competitively negotiated via the Navy Electronic Commerce Online website with 16 proposals received. The Naval Facilities Engineering Command, Midwest, Great Lakes, IL, is the contracting activity (N40083-11-C-0010).

Lockheed Martin, Mission Systems and Sensors, Moorestown, N.J., is being awarded a $6,568,270 modification to previously awarded contract (N00024-09-C-5101) to procure the secure voice system as part of the Aegis weapon system Aegis modernization upgrades. The secure voice system is for DDG 53, CG 60, CG 62, Surface Combat Systems Center, Aegis Training and Readiness Center, and Integrated Warfare System Laboratory. The modification will increase the value of this contract to $196,462,845. If all options are exercised, the total value of the contract will be $201,034,574. Work will be performed in Moorestown, N.J., and is expected to be completed by October 2011. Contract funds in the amount of $49,700 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington D.C., is the contracting activity.

    (NSI News Source Info) TORONTO, Canada - January 26, 2011: All of a sudden it was there, but then like any good stealth aircraft it vanished. Now the “Beast of Kandahar” has resurfaced in new photos, spurring aviation and defense wonks to once again speculate about the function and purpose of such a stealthy-looking unmanned aerial system.

    The Beast, also known as the Lockheed Martin RQ-170 Sentinel, first appeared in 2009 in the skies over Kandahar in Afghanistan. It was later revealed to be a product of Lockheed’s Skunk Works and property of the U.S. Air Force, but that’s about all that was revealed. What the RQ-170 is designed to do—or is doing in Afghanistan—remains under wraps.

    Bill Sweetman, keeper of Aviation Week’s Ares blog and the civilian authority on the drone at this point, has speculated that aside from the obvious reconnaissance functions, the Beast could perhaps be configured to carry “a high-powered microwave source” to fry computers and electronic equipment on the ground, or an electronic jamming platform to support other aircraft. But at the official level, silence surrounds the Beast of Kandahar and its potential combat (or non-combat) functions, and quiet is exactly the way a secret stealth drone likes it.

      (NSI News Source Info) KABUL, Afghanistan- January 26, 2011: President Hamid Karzai opened Afghanistan's parliament on Wednesday, ending a week-long stand-off with lawmakers who had threatened to inaugurate the legislature with or without him.

      The ceremony held in a national assembly compound comes four months after the country held its second post-Taliban parliamentary elections, the results of which have met with massive controversy over claims of widespread fraud.

      "Congratulations to all of you," Karzai told the lawmakers after swearing them in with the placing of a hand on a copy of the Koran.

      Watched over by government ministers, local politicians, foreign diplomats and the head of US-led NATO forces in the country, General David Petraeus, Karzai urged the MPs to work together for Afghanistan's future.

      "It is normal all over the world that at times of election there is competition. But when the elections are over national unity starts, when the competition is over cooperation and service starts," he said.

      "I hope, given the dangers our country faces and also given the opportunities that we have for the future -- a bright, prosperous, happy and strong future -- that we can put our hands together and lead the country to a place that every person in this country hopes for."

      The embattled president had last week said he would delay the opening of parliament for a month to allow time for a special tribunal to investigate claims of irregularities in September's parliamentary elections.

      He told losing candidates protesting at his palace on Tuesday that his decision to go ahead with the ceremony had been influenced by "foreign hands".

      "Some foreign hands questioned our decisions and started instigation to create crises in our country," Karzai said, according to a statement released by his office earlier.

      They "kept provoking candidates (winning MPs) that they should inaugurate the parliament without the president's participation and that we will support you," the statement quoted the president as saying.

      The elections have been controversial, not only because of the fraud that saw nearly a quarter of about five million votes thrown out, but also because of the relatively few wins by Pashtuns, Afghanistan's biggest ethnic group and Karzai's traditional powerbase.

      Karzai has never endorsed the final outcome of the vote.

      Afghanistan's top prosecutor, Mohammad Ishaq Alako, an ally of Karzai, opened a probe into the election results and called for the vote's annulment.

      Karzai established a special tribunal to investigate claims of election fraud and has resisted demands by the new MPs -- who say it is unconstitutional -- to scrap the court.

      Nearly 200 losing candidates camped out overnight at Karzai's office in an unusual show of defiance, according to a presidential aide speaking on condition of anonymity.

      "About 180 to 200 of them refused to leave the palace and spent the night.... They say they're protesting the president's decision to open the parliament," he said.

      The situation is being watched closely by the international community in Kabul -- 2011 is a key year for the war-torn country, with foreign troops due to start a limited withdrawal in July.

      Responsibility for national security is to be handed over to Afghan forces in 2014.

      "Afghanistan is committed to take responsibility for security by the end of 2014 and to take responsibility for conducting good governance. The transition is irreversible and inevitable," said Karzai.

      "God willing it will happen," he added.

      The United States, UN and European Union all welcomed Karzai's decision to relent and open parliament on Wednesday.

      The Taliban, the key insurgent group fighting Karzai's administration and his Western military backers, denounced the new legislature as a "stooge" appointed by the United States.

      "The opening or not opening of this assembly is not important to us," Taliban spokesman Zabihullah Mujahid told AFP from an unknown location.

      "They (MPs) are all America's appointed representatives. This parliament is part of the stooge administration. It's something like a tribal militia that is inaugurated by General (David) Petraeus," he added.
