BAE Systems Land and Armaments, L.P., Troy, Mich., was awarded a $449,964,969 fixed-price-incentive-fee contract for the technology development phase for the Army’s Ground Combat Vehicle Infantry Fighting Vehicle. Work will be performed in Madison, Ala.; Detroit, Mich.; Waltham, Mass.; and Troy, Mich., with an estimated completion date of June 26, 2013. Bids were solicited through the Internet with three bids received. U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-11-C-C001).

General Dynamics Land Systems, Inc., Sterling Heights, Mich., was awarded a $439,715,950 fixed-price-incentive-fee contract for the technology development phase for the Army’s Ground Combat Vehicle Infantry Fighting Vehicle. Work will be performed in Sterling Heights, Mich.; Dallas, Texas; Plano, Texas; Detroit, Mich.; and Taunton, Mass., with an estimated completion date of June 26, 2013. Bids were solicited through the Internet with three bids received. U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-11-C-C002).

DEFENSE LOGISTICS AGENCY

North American Rescue, L.L.C., Greer, S.C., was awarded a fixed-price with economic price adjustment contract with a maximum $240,915,660 for a variety of stretchers and litters. There are no other locations of performance. Using services are Army, Navy, Air Force, and Marine Corps. The date of performance completion is Aug. 18, 2016. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM2DH-11-D-8214).

Science Application International Corp., Fairfield, N.J., was issued a modification exercising the sixth option year on the current contract SPM500-04-D-BP15/P00023. Award is a firm-fixed-price, indefinite-delivery/indefinite-quantity, prime vendor contract. This option has an estimated maximum $25,000,000 for maintenance, repair, and operations for the Northwest region. There are no other locations of performance. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. The date of performance completion is Aug. 17, 2012. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.

Graybar Electric Co., Inc., St. Louis, Mo., was issued a modification exercising the sixth option year on the current contract SPM500-04-D-BP14/P00024. Award is a firm-fixed-price, indefinite-delivery/indefinite-quantity, prime vendor contract. This option has an estimated maximum $25,000,000 for maintenance, repair, and operations for the Alaska region. There are no other locations of performance. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. The date of performance completion is Aug. 17, 2012. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.

AIR FORCE

ITT Systems Corp., Colorado Springs, Colo., is being awarded a $73,603,550 cost-plus-award-fee/cost-plus-fixed-fee/cost-reimbursement contract modification for the Systems Engineering and Sustainment Integrator (SENSOR), which is to provide system engineering integration and sustainment of ground-based missile warning, missile defense, and space surveillance sensors. The SENSOR systems currently include ground-based radars and optical systems controlled and operated by U.S. Strategic Command and Air Force Space Command. ESC/HSIK, Peterson Air Force Base, Colo., is the contracting activity (F19628-02-C-0010, P00326).

NAVY

Lockheed Martin Maritime Systems and Sensors, Manassas Va., is being awarded a $14,500,000 cost-plus-incentive-fee modification to existing contract (N00024-11-C-6247) to deliver eight Integrated Submarine Imaging Systems (ISIS) for Navy submarines. Five systems shall be delivered to Virginia-class submarines, while the remaining three shall be delivered to SSN 688-class submarines. ISIS provides mission critical, all weather, visual, and electronic search, digital image management, indication, warning, and platform architecture interface capabilities for Navy submarines. ISIS rolls-up existing components and near term capabilities, and provides a robust architecture for efficiently inserting future capabilities as they become available. Work will be performed in Manassas, Va., and is expected to be completed in April 2013. Contract funds will not expire at the end of the current fiscal year. Harris Corp., Government Communications Systems Division, Melbourne, Fla., is being awarded an $8,095,188 modification to a previously awarded firm-fixed-priced indefinite-delivery/indefinite-quantity contract (N00019-10-D-0050) for the full rate production and support of 125 digital map computers for the Navy (67); and the governments of Kuwait (43), Malaysia (10), and Finland (five). In addition, this modification provides for the procurement of 49 digital video map computers for the U.S. Navy; and 52 extension housings for the governments of Kuwait (43), and Malaysia (nine), in support of multiple aircraft platforms. Work will be performed in Melbourne, Fla., and is expected to be completed in June 2013. Contract funds will not expire at the end of the current fiscal year. This modification combines purchases for the U.S. Navy ($5,701,650; 70.4 percent); and, under the Foreign Military Sales Program, the governments of Kuwait ($1,776,717; 22 percent), Malaysia ($412,696; 5.1 percent), and Finland ($204,125; 2.5 percent). The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

(NSI News Source Info) TORONTO, Canada - August 18, 2011: The Israeli military has carried out air strikes over the Gaza Strip, targeting those it blamed for a series of deadly attacks in southern Israel.
At least six people, including a senior militant, were killed in the air strikes, Palestinian sources said.
Earlier, Israeli officials promised a strong response after attacks on vehicles near Eilat left seven dead.
Israeli officials said Gazan militants were responsible, although Gaza's Hamas government denied involvement.
The Israeli air strike hit a house in the town of Rafah.
Palestinian sources told the BBC that four members of the Popular Resistance Committees (PRC), a faction in Gaza that is loyal to Hamas but sometimes operates separately, had been killed in the air strikes, including the group's head, Kamal al-Nairab.
PRC military chief Immad Hammad and the son of the owner of the house were also among those killed, Palestinian sources and residents said.
Israeli Prime Minister Benjamin Netanyahu said those killed were responsible for the attacks earlier in the day near Eilat.
"The people who gave the order to murder our people and hid in Gaza are no longer among the living," he said in a televised address.
"If anyone thinks the state of Israel will resign itself to this, they are wrong."
The PRC denied involvement in the attacks in Israel, Reuters reported.
Further air strikes were reported in the early hours of Friday morning.
'Risk of escalation'
A spokesman for Israel's domestic security agency, Shin Bet, said several of those who died in the air strikes had been involved in the 2006 kidnapping of Israeli soldier Gilad Shalit.
The attacks near Eilat, a southern resort city, began when gunmen opened fire on a bus.
Israeli officials said at least two other vehicles were then hit nearby - one by a rocket and one by an explosive device.
They said that the attacks left seven Israelis dead and that a number of gunmen were killed in an ensuing firefight.
In response, Israeli Defence Minister Ehud Barak said: "The real source of the terror is in Gaza and we will act against them with full force and determination."
Hamas, which governs Gaza, denied responsibility, and said it would retaliate if Israel attacked.
"We will not stand handcuffed and we will spearhead resistance to the occupation," Hamas official Salah Al-Bardaweel was quoted as saying.
The US, the EU and the UN condemned the attacks in Israel.
"We condemn the brutal terrorist attacks in southern Israel today in the strongest terms," the White House said in a statement.
A UN spokesman said Secretary-General Ban Ki-moon was "concerned at the risk of escalation and calls for all to act with restraint".
Israeli officials said the men who attacked the vehicles near Eilat came from the Gaza Strip and had entered Israel through Egypt's Sinai desert.
There has been growing concern about a decline in security in Sinai since Egyptian President Hosni Mubarak was toppled in February.
"This violence only underscores our strong concerns about the security situation in the Sinai Peninsula," said US Secretary of State Hillary Clinton.
"Recent commitments by the Egyptian government to address the security situation in the Sinai are important and we urge the Egyptian government to find a lasting resolution."
An Israeli official said gunfire on either side of the border was continuing into the evening.
Late on Thursday, Egyptian officials said at least two Egyptians were killed near the border in northern Sinai.
Details of the deaths were unclear, though there were reports that gunmen had attacked a police post.

(NSI News Source Info) TORONTO, Canada - August 18, 2011: India’s central government ignited a political crisis when it put the anti-corruption leader Anna Hazare in jail – and then, they couldn’t get him out.
Anna Hazare, a 74-year-old long-time activist who has become the face of a populist movement against graft, was ordered released Tuesday night. But he refused to leave the prison until the government withdrew restrictions on his planned protest. He remained behind bars Thursday morning, but he was reported to have agreed to a deal with police to allow him to stage a 15-day hunger strike in a public park. The government of Prime Minister Manmohan Singh, meanwhile, was left fumbling awkwardly.
Anna Hazare, a social activist, is usually based in a village in the western state of Maharashtra, where he advocates living by Gandhian principles. He rose to his current prominence when he came to New Delhi in April to stage a “fast unto death,” unless the government created a lokpal, or ombudsperson, with sweeping powers to investigate corruption. Anna Hazare was angry, in particular, at what’s being called the “2G scam,” in which the former telecommunications minister held a corrupt auction for the country’s cellular network license and cost the treasury as much as $40-billion. The ex-minister, plus a handful of senior government figures and business people, are now awaiting trial, held in the same jail that Anna Hazare won’t leave.
The grand corruption cases anger many Indians, but it is the daily rota of bribes they must pay to obtain basic services that are the chief preoccupation of Anna Hazare’s largely middle-class, urban supporters.
Back in April, the government capitulated on the fourth day of his fast and invited his supporters to help draft an anti-corruption bill, even though there are already strong laws in place, if not enforced. But when the bill was tabled a few weeks ago, in a form that left the office of the Prime Minister outside the lokpal purview, Anna Hazare said he would gather his followers and resume his fast this week. He insisted that it must be his law or he would not eat until he died – a “non-violent” protest technique Mahatma Gandhi used.
Team Anna has given a two-page undertaking to police on its protest fast in Ramlila Maidan, saying they would abide by existing rules and regulations and the crowd will not exceed the capacity of the ground, which is around 25,000 people. In the undertaking signed by Anna Hazare himself and his associates -- Arvind Kejriwal, Prashant Bhushan, Kiran Bedi and Shanti Bhushan, they also said that if any clause of it was violated, they would be liable to be prosecuted under law.
The permission for the fast has been given till September 2, 2011, official sources said.
The clauses of the undertaking include -- no damage to public property; gathering will not exceed the limit of the ground; the crowd will not spill over to the nearby roads; the protesters will cooperate with traffic police; loud speaker use within the ambit of a Supreme Court order (10pm limit).
Other clauses are: Arrangements of drinking water, medical aid, mobile toilets, proper lighting; no carrying of lathi or any weapon; no provocative slogans/ speeches; no inflammatory slogans within 200 meters of religious or worship places; public safety will be taken care of; no use of crackers.
Medical examination of Hazare and those who will keep fast along with him will be conducted by government doctors three times a day while Team Anna promised to abide by the April 16, 2009 order of the Supreme Court which stipulated rules and regulations for public protests.
The undertaking was given to the deputy commissioner of police, Central District, of Delhi Police.
