ViaSat Inc., Carlsbad, California, is being awarded a maximum potential value $514,305,457 indefinite-delivery/indefinite-quantity, multiple award contract (N00039-15-D-0043) for the production and maintenance of the Multifunctional Information Distribution System (MIDS) Low Volume Terminal (LVT).  The MIDS-LVT provides secure, high-capacity, jam-resistant, digital data and voice communications capability for Navy, Air Force and Army platforms.  Work will be performed in Carlsbad, California, and is expected to be completed by Aug. 19, 2020.  No funds are being obligated at the time of award.  Funds will be obligated as task and delivery orders are issued.  This contract was competitively procured via the Federal Business Opportunities and Space and Naval Warfare Systems Command  e-Commerce Central websites, with two offers received.  On behalf of the MIDS Program Office, the Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity (N00039-15-D-0043).

Data Link Solutions LLC, Cedar Rapids, Iowa, is being awarded a maximum potential value $366,519,730 indefinite-delivery/indefinite-quantity, multiple award contract (N00039-15-D-0042) for the production and maintenance of the Multifunctional Information Distribution System (MIDS) Low Volume Terminal (LVT).  The MIDS-LVT provides secure, high-capacity, jam-resistant, digital data and voice communications capability for Navy, Air Force and Army platforms.  Work will be performed in Wayne, New Jersey (50 percent); and Cedar Rapids, Iowa (50 percent), and is expected to be completed by Aug. 19, 2020.  No funds are being obligated at the time of award.  Funds will be obligated as task and delivery orders are issued.  This contract was competitively procured via the Federal Business Opportunities and Space and Naval Warfare Systems Command e-Commerce Central websites, with two offers received.  On behalf of the MIDS Program Office, the Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity (N00039-15-D-0042).

ASMD LLC, Honolulu, Hawaii, is being awarded a maximum amount $100,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract for design and engineering services for various projects funded by the government of Japan (GOJ) direct cash contributions and U.S. funds for the development of infrastructure and facilities covered by the Defense Policy Review Initiative and other projects under the cognizance of Naval Facilities Engineering Command Pacific.  The work to be performed provides for design and engineering services for the execution and delivery of Department of Defense 1391’s (DD form 1391); plans and specifications including design-build request for proposal contract documents and design-bid-build contract documents; technical surveys and reports including engineering investigation, site investigation, topographical survey, geotechnical investigation, and munitions of explosive concern investigation; functional analysis concept development/design charrettes; construction cost estimates, and post construction award services.  Work will be performed in Guam (75 percent), Hawaii (10 percent), and may include the Commonwealth of the Northern Marianas Islands (15 percent).  The term of the contract is not to exceed 60 months with an expected completion date of August 2020.  Japanese fiscal 2009 GOJ direct cash contributions in the amount of $20,000 are being obligated on this award and will not expire at the end of the current fiscal year.  Future task orders will also be primarily funded by GOJ direct cash contributions.  This contract was competitively procured via the Federal Business Opportunities website, with seven proposals received.  The Naval Facilities Engineering Command, Pacific, Joint Base Pearl Harbor, Hawaii, is the contracting activity (N62742-15-D-0002).

DRS Technical Services Inc., Herndon, Virginia, is being awarded a $54,168,789 firm-fixed-priced and cost-reimbursable contract for logistics support for maintaining and supporting the E-6B aircraft, and its associated support equipment.  Work will be performed at Tinker Air Force Base, Oklahoma City, Oklahoma (70 percent); Offutt Air Force Base, Bellevue, Nebraska (10 percent); Travis Air Force Base, Fairfield, California (10 percent); and the Naval Air Station, Patuxent River, Maryland (10 percent), and is expected to be completed in October 2016.  No funding will be obligated at time of award.  This contract was competitively procured via an electronic request for proposals, and three offers were received.   The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-15-C-0120).

General Dynamics Information Technology, Fairfax, Virginia, is being awarded an $8,032,855 modification to previously awarded indefinite-delivery/indefinite-quantity, multiple award contract N65540-11-D-0019 to exercise options for engineering and technical services to support hull, mechanical and electrical systems and equipment on U.S. naval ships.  The contractor will provide professional and technical services to upgrade fluid, habitability, and thermal management systems planned for installation or alterations in support of Naval Surface Warfare Center- Ship Systems Engineering Station programs.  Work will be performed in various ship home ports and is expected to be completed by October 2016.  No funds are being obligated at time of award.  The Naval Surface Warfare Center-Carderock Division, Philadelphia, Pennsylvania, is the contracting activity.

Hydroid Inc., Pocasset, Massachusetts, is being awarded a $7,259,574 cost-plus-fixed-fee, firm-fixed-price, and cost-reimbursable contract to develop, fabricate, integrate and deliver one bathymetry mapping system sensor suite production representative engineering development model.  Work will be performed in Pocasset, Massachusetts, and is expected to be completed by August 2017. Fiscal 2015 research, development, test and engineering (Navy) funding in the amount of $1,500,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with four offers received.  The Naval Surface Warfare Center Panama City Division, Panama City, Florida, is the contracting activity (N61331-15-C-0013).

DEFENSE LOGISTICS AGENCY

CPD Alaska LLC, Anchorage, Alaska, has been awarded a maximum $64,563,882 firm-fixed-price contract for fuel services. This was a competitive acquisition with one response received. This is a five-year base contract with one five-year option period. Location of performance is Alaska, with an Aug. 19, 2020, performance completion date. Using service is Air Force. Type of appropriation is fiscal 2015 through fiscal 2020 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-15-C-5024).

Senn Brothers Produce,* West Columbus, South Carolina, has been awarded a maximum $35,000,000 fixed-price with economic-price-adjustment, indefinite-quantity contract for fresh fruit and vegetables for Department of Defense customers in the South Carolina zone. This was a competitive acquisition with three responses received. This is an 18-month base contract with two 18-month option periods. Location of performance is South Carolina, with a Feb. 20, 2020, performance completion date. Using military services are Army, Navy, Air Force, Marine Corps and Coast Guard. Type of appropriation is fiscal 2015 through fiscal 2020 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-15-D-P278).

ARMY

Marinex Construction Inc., Charleston, South Carolina, was awarded an $11,295,600 firm-fixed-price contract for Carolina Beach and Kure Beach, North Carolina, storm damage reduction with an estimated completion date of April 30, 2016.  Bids were solicited via the Internet with four received.  Fiscal 2014 and 2015 operations and maintenance (Army) funds in the amount of $11,295,600 were obligated at the time of the award. Army Corps of Engineers, Wilmington, Delaware, is the contracting activity (W912PM-15-C-0014).

URS Federal Support Services Inc., Germantown, Maryland, was awarded a $9,896,364 firm-fixed-price contract with options for vehicle mechanical support and supply management for the Family of Medium Tactical Vehicles (FMTV) series 2.5-ton, 5-ton, and 10-ton trucks at  the Red River Army Depot, Texarkana, Texas, with an estimated completion date of Feb. 21, 2016.  One bid was solicited with one received.  Fiscal 2015 operations and maintenance (Army) funds in the amount of $9,896,364 were obligated at the time of the award. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-15-C-0222).


Tru-Hitch Inc.,* Barkhamsted, Connecticut, was awarded a $6,894,469 multi-year, firm-fixed-price contract for integrated logistics support, lighting kits, and test support for the fifth wheel towing recovery device and tilt deck recovery trailer components of the Modular-Catastrophic Recovery System. Work will be performed in Barkhamsted, Connecticut, with an estimated completion date of June 30, 2017.  Bids were solicited via the Internet with one received.  Fiscal 2013 other procurement (Army) funds in the amount of $6,894,469 were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-15-C-0217).

AIR FORCE

Lockheed Martin Corp., Marietta, Georgia, has been awarded a $10,479,849 firm-fixed-price, cost-plus-fixed-fee, and cost-reimbursement-no-fee contract for the Aircraft Communications Addressing and Reporting System for the C-5M aircraft fleet. Contractor will provide a C-5M compatible aircraft operational flight program with supporting certification artifacts and documentation. Work will be performed at Marietta, Georgia, and is expected to be complete by Feb. 24, 2017. This award is the result of a sole-source acquisition. Fiscal 2015 Air Force aircraft procurement funds in the amount of $10,479,849 are being obligated at the time of award. Air Force Lifecycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8525-15-C-0002).
